Program Analyst

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Senior Analyst who provides subject matter expertise for programming and manpower requirements and cost analysis for annual/multi-year and long-range fiscal/program planning in support of the U.S. European Command (USEUCOM) mission.


  • Program requirements generated from USEUCOM directorates and special staff by identifying, describing, justifying, quantifying, prioritizing, and submitting requirements for approval and allocation of funds.
  • Serve as the Command lead for the annual Commander's Program Assessment (CPA) to HQDA, identifying shortfalls and capability gaps between Command requirements and resources.
  • Coordinate with HQDA command analysts, Management Decision Package (MDEP) managers, and appropriate Program Evaluation Group (PEG) analysts to ensure requirements are sufficiently resourced by the Army.
  • Represent the USEUCOM Comptroller at meetings and conferences for planning and programming matters as directed.
  • Review, analyze and make recommendations regarding command programming actions, ensuring the Commander's intent is synchronized with resources.
  • Develop sound programming solutions to alleviate adverse impact on command resource levels over the Future Years Defense Program (FYDP).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
