Finance Operations & Analytics Analyst
The New York City Department of Youth and Community Development (DYCD) seeks a FinanceOperations & Analytics Analyst within the Office of the CFO. Reporting to the Project Manager ofFinance Operations & Analytics, this role supports complex, agency-wide research and analytical workthat strengthens fiscal operations, procurement performance, compliance monitoring, and financesystem effectiveness across DYCD.Under the direction of the Project Manager, the Analyst will execute analytical studies and operationalreviews across multiple fiscal and administrative systems; support the design and maintenance ofdashboards, early-warning indicators, and performance metrics; and conduct data validation,discrepancy investigations, and trend analyses to inform decision-making. The Analyst will helpdevelop standardized documentation including SOPs, process maps, quality assurance tools, anddecision logs and will produce clear, well-organized reports and presentations for internal leadershipand, as needed, external oversight entities.The Analyst will work closely with cross-functional stakeholders across the Office of the CFO andpartner units to gather requirements, compile and clean data, test analytical methods, and translatefindings into actionable insights that improve workflow efficiency, reduce risk, and strengthencompliance and operational performance. Key Responsibilities-Conduct financial and operational analyses across multiple DYCD systems (e.g., FMS, PASSPort,internal trackers, reporting platforms) to support forecasting, compliance, and performanceimprovement initiatives.-Build and maintain recurring reports, dashboards, and early-warning tools that monitor key indicators(e.g., spend/claim trends, procurement cycle times, processing backlogs, reconciliation exceptions).-Perform data validation and quality-control checks; identify discrepancies and support investigationsto determine root causes and recommend corrective actions.-Support workflow and process evaluations by documenting current-state practices, identifyinginefficiencies, and helping draft recommendations and implementation steps.-Develop and maintain SOPs, job aids, templates, and QA checklists to standardize analytical andoperational practices across units.-Prepare briefing materials, technical summaries, and visualizations for leadership; present findingsclearly and accurately to non-technical audiences.-Coordinate with stakeholders to collect data, confirm assumptions, and ensure analyses align withoperational realities and policy requirements.-Maintain organized documentation of data sources, analytical methods, decisions, and versioncontrolled outputs to support audit readiness and continuity.-Assist with special projects supporting high-priority initiatives, including procurement-related analyticsand finance operations modernization efforts.
Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
